How do these compare with the regular blue ones?

The other blue cutting pad is a foam face, no wool. They have a microfiber version as well, but they seem to be phasing it out in favor of wool. Which is fine, these wear out fast as it is, their microfiber pads had great performance, but abysmal durability, especially given the premium price Rupes asks for everything with their name on it. I actually buy the Bauer foam pads at Harbor Freight. Functionally identical and half the price, with just minor cosmetic differences and a slightly different bevel. These wool pads step up the cut significantly over foam, with a reduction in finishing ability. The foam layer adds a lot of smoothness and comfort to the usual rough ride with wool, great pads. I personally hate foam, I only use it when I have to, for finishing or if I can't get a fiber pad to finish down well enough if I'm doing a one step. The yellow medium wool pad is the one you want for one steps, this is just too aggressive for all but the hardest clears, you'll need a quick finishing step.

Can these be used on rotary polishers?

In short, yes you can. But why would you want to? Rupes makes a very good twisted wool pad for rotary. This pad wouldn’t last long on rotary. But to answer your question yes you could
