Does this cooler comfortably fit in the back basket of a golf cart?

I am not 100% sure because I don't have a golf cart but it is a really good size and I'm fairly certain you could secure it in other ways if it didn't

Would it keep a chilled salad cold for at least 8 hours without ice?

With 2 Artic Ice 2.5# ice packs it will keep salad cold for 48 hours. One pack would easily do 8 hours.

Will this pass for a carry on item when flying?

I fly with the 20-can once a month to Africa (24-35 hrs of travel). This cooler works great. I have used as carry-on and checked baggage; both on its own and insde a bigger bag. Like Dana K said, only use presealed ice packs. I use the the plastic medical packs like Blue Ice. NOTE: ALL TSA RESTRICTIONS APPLY!!!! A picnic lunch will NOT make it through TSA. Have copies of precriptions for any meds, be ready to have a visual check done by TSA and keep any liquid precriptions below the 4oz limit, each. Also, I have taked frozen meats with me. This cooler will hold about 15-Lbs and was still solid when I arrived. I just check my "meat freezer" and I think this helped. 35k feet makes a great cooler. Plus I don't believe I would have passed TSA with 15-lbs of frozen meat as a carry on. 🤔😃. Enjoy your cooler. Cheers!
