What does "tactical" mean, if anything?

“Tactical” is the description because it’s extremely durable. Leather & metal, heavy duty stitching, slim line & all screwed together. My husband absolutely loves it, he has a dozen cards, cash & ID in his with no bulking. Fits in his front pocket easily.

Is there any Warranty on this product (elastic band, leather tearing etc.)?

So far the elastic band holds well, and I know the manufacture will sell an additional band is a small cost if needed
