How do you dispose of these in an ecologically conscious way?

Go to your nearest recycling center that accepts lithium-ion. Where I live my city will dispose and get a few dollars back.

does the charging port come with the batteries?

Not when I bought them, but I already had an 8-port charging port so it made no difference. That was also back in the late summer of 2017.

How do you recharge them if your p/c breaks down, have no car ???

What's the point of this question? How would you recharge regular store batteries in that situation? You wouldn't. Or any other type of rechargeable battery that requires a dock? You wouldn't. Anything with a USB port on it will charge these, to include power banks, wall outlet plugs, etc.
