Can this switch support rj45 sfp+ modules?

I just configured this switch to uplink to my Cisco 10gb port upstream, as well as a 10GBe port connected to a QNAP storage unit downstream. -- Cisco uplink is via twinax DAC cable -- Qnap link is via SFP 10GB copper RJ45 port This is all working nicely. Storage access via 10gb link is fast. Internet access is fast, across the Cisco backbone, and out through the internet router.

Can it use sfp rj45 10gb modules? read much indicating fiber only, wanted to verify if sfp rj45 10gb worked.

Yes it can use 10gb rj45 sfp modules. In use, No issues so far.

What modulars can be used with this switch because I have some axis ones and they aren’t working

Are the axios modules 1-gigabit SFP modules (as opposed to 10G SFP+ modules)? If so, log into the switch and manually set the port speed for that particular SFP+ port to 1-gigabit. I ran into this issue when I connected this switch to the uplink SFP port of a 1-gigabit switch. When I manually set the link speed on this SFP+ to 1-gigabit, that fixed the problem instantly. If all your modules are 1-gigabit SFP, you may have a chicken-and-egg problem. (You can’t set the port speed because you can’t get into the switch.). If so, you can use the included RJ45/serial cable and use CLI to configure the switch and set the port speed to get in. (That’s what I did.)

Would this require a vpn router? can you recommend one compatible in size to this 10g switch, if not? (sfp ports)

No it doesn't require VPN but it's designed be used with the TP-Link Omada system of software or hardware controllers and routers. Within the Omada system its great. If you are looking for a stand alone 10gb switch there are other solutions that would be better and cost less.
