Are these considered back flow cones? I don't know if there is a difference between these and the ones that say backflow

No but u can drill a hole through it and make it one... I find the normal ones from china all have funky smells so I just find regular cones that I like and drill holes in them...

Do the cones have holes in the bottom of them?

These are solid cones. I have been very happy with them.

An inch and a half. They stay burning for about 35 mins or so. I love them all. I need to reorder soon.Hope this helps .
