It's a tub of dry crystals (the petahydrate just refers to the fact it has water of crystallization locked up in it causing it to be blue as opposed to anhydrous which is a white powder) it will depend on what you want to use it for as to how much you dissolve, if you are looking to make Bordeaux mix this is enough to make 100 Liters, if you want a saturated solution for copper plating its enough for about 3 liters.

copper sulphate isn't an etching compound it is for plating, by either electrolysis or if the base metal is steel by simple chemical substitution iron being more reactive than copper a steel pate put into a copper sulphate solution will become copper plated as the surface iron becomes iron sulphate and is replaced by a later of copper. If you are trying to etch copper clad board to make circuit boards you need ferric chloride
