You can cut his item with wire cutters or cut through the skin with a stanley knife

Will this fit 4mm at a stretch?

I actually used it to cover sharp edges on a metal loft ladder. It's pretty stiff but maybe if you warmed it in hot water it could stretch that extra ml.

Can this be used on corrugated tin roof edge

Yes, it should be OK providing the thickness of the roof material is between 1mm and 3mm.
