Does this also cover the expansion Forgotten Circles?

I think there are about 90 mini cards in the Forgotten Circles expansion and the product claims there are 975 mini cards for the base Gloomhaven. I would say this set of 1000 sleeves will not cover everything (plus you should always count on a few sleeves tearing). You can easily fix this by not sleeving every card (for example, the random scenario cards) or just migrate some of the sleeves from unused content to cover the Forgotten Circles content.

Is $50 a good price for 1000 sleeves? Seems kinda excessive to me.

I got the 1000 sleeve set for $13 back in early 2019... $50 definitely seems overpriced.

Does this only fit monster decks, attack modifier decks and items? Will I need additional sleeves for the character ability cards?

Yes this only fits the smaller cards, the larger cards need larger sleeves.
