Don’t want to give you wrong answer, been a long time since i had a 28” chest.All i can tell you is i have 40” chest and XL fits, sorry.

Q: Iz the print plastic or is it laser printed

It’s not plastic , whether it’s laser printed I wouldn’t know . I’m also not a lover of the plastic print logos . It’s a good t shirt as I’ve bought a couple .
