No. Packaging clearly states SHARPS BIN.

Q: Does this sharps bin close between uses so contents won’t fall out if knocked over?

No it doesn’t close between uses. When you close the lid down, it stays down and can’t be used again. If your bin has no open hole on the right hand side, just a slot to push a pen needle through, much as the other side then I can’t see anything falling out if the bin falls over.

Q: Can it be hung on the wall?

I have hung mine on a wall by simply drilling two small holes in the back, and then screwing two screws into the plasterboard and hanging it on these.. But no, it doesn't come with a handle or anything. Good luck :)
