This is a whiteboard marker so is erasable on whiteboard surfaces

Yes - they are for whiteboards and can be wiped off with a dry cloth

Q: Are these pens refillable?

Yes they are, it’s very easy to to and the art line ink comes with a small pipette to help with this. About 5-6 squirts on a pen that’s starting to run out works well then stand the pen on its end, cap facing up for the ink to soak in.
