Will this run klipper?

I expect you are asking about the printer software often used with Moonraker and Mainsail. I haven't tried it, but expect it could work. I have hit some unexpected issues, though, such as my wifi dongle not being detected, so no guarantees. In case you happened to mean Klipper clipboard manager, it is available via apt, and I guess this SBC might handle an X11 server, though it could be slow. Also, its only display port is for an LCD panel not included.

Can I use retro pie on this.

I haven't tried Retro Pie on it, and think it would be a pain, but for that I think this board would loosely be comparable to a Raspberry Pi Zero without HDMI.
