When bonding silicone, does the joint become rigid or does it remain flexible?

Sorry to say but the surface you are trying to bond will become rigid just like Superglue!

Will this work on Starboard?

Don't know me personally I tried it on rubber and worked decently!

No. It won’t work After fully dry it can get wet, but not before
