The least amount that can be cut is approx. 15mm.

does these cut through the top of the blind the hard bit that connects to the window

Ive never used them but I doubt they will cut through the steel bit . These are just used for the plastic slats

does it cut the ends of the top of the blinds when there too long

Comment it's great when cutting the slats but not for the metal have to use a hacksaw

Does this cut multiple slats at the same time, or does each slat have to be cut individually?

I found this product useless. It probably works for those very thin venition (misspelling!) blinds but not much else. One slat at a time.
