Is the slide door/cover supposed to lock?

This pet door includes a lock-out slide designed to keep pets in or out.

Is this the wall kit that goes with the design series ruff-weather pet door with telescoping frame or does wall kit need to state for telescoping fram

This is not the wall kit. It is a sold separately.

Is there a lock out door for the outside?

Not really sure what your asking. We contacted the manufacturer and ordered the inside sliding panel that covers the hole. With that now we have 2 panels that we can put in the door, one inside and one outside. The inside does have a plastic spring lock. Hope this helps with your question.

Is there a way to lock the outside entry.

The door comes with a lock out slide.
