All I can affirm is that it fits perfectly my 4runner 2020

Q: Is this compatible to Toyota Rush 2019

I doubt it, I use it on a 4Runner (4L) and generally speaking this filter is use on “big” engines the Rush has a 1.5L engine, which probably does not require that big of an air flow
