Q: The side desk bar does it rest on top of the L shaped piece or does that piece go through the bar?

I put it on the bottom, but you can place on top also

Q: Can i do without instaling the top piece that some persons use to rest the moniot on?

Yes, the top piece just sits on the desk, so it can easily be removed. It can also install below the desk to hold power strips or be left out entirely.

Q: On the 39" desk does that width include the side shelf or just the desk. I don't see a dimension for the chair size.

The entire desk is 39" wide. This desk was purchased for a small adult. The monitor shelf added more desk surface. She is very happy with the desk. The chair area width is about 29".

Q: How much weight can the shelf on the side support can it hold a full atx case like a lian li 011 dynamic XL?

it should be fine for that. its constructed of steel and very sturdy
