Q: Does it come with the spray?

No the spray is not included with the cones, the spray is a little pricey I don't remember the part number available at NAPA.

Q: Will this be all i need for all lip seals on a 4r70w or do i need an extra kit?

There is a freeze spray with a lubricant in it that is sprayed on the seal to hold it's shape it is available at NAPA. I have a friend that uses the cones to form the seal and puts the piston and seal in the freezer for several hours without the freeze spray and it works for him, I feel it would work as well as the spray just a little planing on your part.
