Would it fix latex pool leak

I doubt because the latex is highly flexible it though it works very well on rigid grip fibreglass. I think you will need a latex based product.

Can I smooth out this putty with my finger

I have used this to repair damage to the gel coat on the keel of my boat. It is tough stuff and can be shaped with your fingers . I wore vinyl protective gloves to do the job. To get a really smooth finish use a light sanding with wet and dry emery paper.
