Can I use this snorkel on regular swimming goggles rather than the regular mask

I don't see why not. The clip will attach to your goggles just like it does to a mask, but you will either need to be confident in breathing via mouth only or use a nose clip. For competitive swimming practice you might be better off with one of those weird snorkels that positions centrally rather than to one side.
