no, but you can use all the wii controllers from the previous model, you can buy new controllers for the wii u which features built in battery that enables recharging, so no need to buy batteries.

Do both games come on two separate disks or are they downloads?

Both Games ( Mario and Luigi ) are stored in one disc , you will be able to select between the two during game operation.
