Our container was delivered unsealed. Is it supposed to be unsealed?

I believe mine had a liner of some kind that was visible when I took the blue cap off (had to peel it off), but I don't recall a plastic seal around the blue cap. I could be wrong - it's been a while. I have another order of them being delivered tomorrow night.
