Can C clips be used to secure a nonstandard replacement wheel on the axle?

I don’t really know. However, my cart loses its wheel every now and then plus the the sack part keeps slipping down. I would not buy it again.

Would it hold 2 bushels of wash?

That's relative to how large your wash loads are. If you have kids and a family, probably not at one load. but, assuming you sort your laundry, it should hold 2 loads...bushels. I'm not sure what a bushel of laundry is..

Have any teachers used this? I'm interested in how well it holds up hauling books, binders, and papers.

I'm not a teacher but I use it for plein air painting. It can haul but remember the max recommended load is 50 lbs.
