Q: Before I assume these came broken, I'm going to ask if they can't be turned on to test, and need time to charge in the sun since they are solar bulbs?

They are not solar lights. They just turn on at night and off in the day. Have bought them more than once and mine have always worked great.

Q: How far apart (ft) do they need to be as not to cancel each out

My bulds are on each side of the front door outside. They both come on and go out at about the same time. They are about 6 feet apart.
