Yes it does. I used it to go to Europe. No problem

Does this bag flip/flop over when you are rolling it?

this bag is pretty wide, the wheels are about a foot apart... so, no, I have not had that problem. though I'm sure it can happen with almost any bag.

There is a California proposition 65 warning with the bag. Is it safe to use?

Yes, safe to use. All products that are painted and have plastic require the prop 65 warning for California.
