Q: Does it sit at a forward tilt? After putting the rear wheel bracket on it seems to have a forward tilt. Am i missing something?

Q: what is used to install the wheels?

the back wheels should have a cotter pin to have the axle stay in place, and the front wheels just pop into the caster or comes as one part

Q: Does the lid seal good? When the vac is off and being moved around?

The lid is held on to the body by two very strong latches. When they are locked down, you couldn't pry the top (cover) off with a pry bar. And this is when the vac is off. When it's running, you'd have to break the vac to get the top off. It's a great machine, I use it as a dust collector combined with an Oneida Dust Deputy.
