Q: How many pounds is this?

30 ounces is 1.8 pounds. There's, in my opinion, no call for churlishness.

Q: can I use it for DIY hair mayonnaise, masks and oils?

Does not dissolve well, id imagine it wouldn’t for you either in these kinds of products. I tried mines in a homemade face mask with 1/3 tsp and I could feel the grit from citric acid not dissolving.
