Can this replace my black & decker 2.0 ah lbx 2040 40v type 4 80 wh?

Thats the same battery I have LBX2040 and the Powlling 40 Volt Max worked fine for me...I have used it several times so far...

No. The battery is too powerful for a 24V tool. You will burn out the wiring in the weed trimmer.

Does this come with a charger for it?

No charger was included. The original B&D charger works with it.
