Can this be cut to size?

Yes you can, slide the bristles away from the cut first, use blue tape and then cut the metal with a snip or a power tool. Then slide bristles back and either bend the bristles inward or carefully cut the bristles and pinch the wire holding the metal together or else the bristles will all fall out.

picture shows 2" bushes.. description says 1.3" brushes.. which is it??
