A Handbook for High Reliability Schools: The Next Step in School Reform

Bob Marzano's framework for becoming a "High Reliability School" makes sense. It pulls together today's most powerful educational research findings with lists of resources that can provide the content to support every step along the way. Marzano's five "Levels of Operation for a High Reliability School" are organized in a hierarchical relationship.Level 1, the foundation of the hierarchy is "Safe and Collaborative Culture." It deals with establishing communication and cooperation among staff members who operate in safe and orderly environment. Level 2 focuses on "Effective Teaching in Every Classroom," and Level 3 supports the development, maintenance, and delivery of a "Guaranteed and Viable Curriculum." The authors suggest that these first three levels can be and probably should be worked on together with emphasis on fully conquering the levels in order.Levels 4 and 5, "Standards-Referenced Reporting" and "Competency-Based Education," are on the radar screens of many schools and school districts A few have started implementing programs and based on what Marzano calls "...more rarified level (s) of school reform." This framework will help in the planning phases of reform and renewal efforts and in the evaluation phases of programs in need of improvement.Sets of parent, student, administrator, and faculty and staff surveys related to each level in the hierarchy are some of the most meaningful resources in the book. Skillful use and analysis of these surveys will help educators determine their current reality and capacity for moving toward "High Reliability" status.Whether a school formally seeks that recognition or wants to establish a meaningful program for continuous improvement, Marzano's framework is a great place to begin.

We talk about their skill growth as they develop understanding of concepts, let’s focus on this proficiency rather than standard scores that don’t give detail on what/how the student knows, applies and makes meaning.
