Will these fit a childs foot size 12 or 13?

No. Barely fit my daughter that is a size 10 shoes

Will these fit a 2 1/2 yr old size 6 foot?

Probably. They might be a little big, but we found them OK to be big - still usable. They will also quickly grow into it.

Will these work for a 1 year old? Finis site says yes, but I don't see how it can stay on with the open foot bottom...

These will adjust in fit from a toddler size 6 to 11. The foot bottom is not open, only the heel is exposed. #FINIS
