How wet are these pads? will they stand up for the face neck, chest?

They're VERY wet! So wet that you'll need to use your fingernail to grab a pad, even though the pads are notched. And you'll need to wash your hands after using because your fingers will be tingling. You can use both sides of the pad so there's enough coverage for neck and throat and upper chest.

Is this an actual 20% glycolic acid because it's not recommended to rinse it off, so it's making question the strength of the product?

You do not need to rinse off after applying the pads. Their pH has been adjusted not to require rinsing or neutralization, even with a 20% concentration of Glycolic Acid. If you are very sensitive to Glycolic Acid, you may experience some itching or tingling sensation during the first 10 to 15 minutes after application. The sensation will go away.

will this work with getting rid of milia?

I got rid of all my milia. Google Skin Classic near me. It’s a special machine used by esthetician. They have video of it on YouTube. It is a needle attached to the machine and pokes the milia. It has an quick laser current that will sting and any pus will come out. Then you go home for 7-10 days and it scabs and falls off. It’s a little red but goes away in a couple of days. It’s a miracle machine. Gets rid of pimples and skin tags and broken capillaries. Good luck.
