Yes, recommend to install this cut off switches on the negative, not the positive (lower current in negative, will be more safety).

Q: Can i use this switch to send power to a winch on a garden tractor

Probably not advisable. This switch is intended to 1) isolate a battery during periods of storage so things which continue to draw minimal current when a vehicle is off, do not drain the battery over long periods, or 2) Perform an emergency battery disconnect as in the case of a race car or off road vehicle. You are proposing to use it as a high current switch (winch motors are usually current hogs) and the result will be contact pitting, and possibly even welding together of the contacts in the extreme case.
