You might find it a bit baggy for your bag but it does have adjustable straps which should keep it in place, hope this helps.

The cover is 100% waterproof. The edges are elasticated so they are quite adaptable but I don't know the size of the 151 rucksack, so I can't say for sure that it would fit.

does this have only one strap to secure or two?

The cover has 2 straps as outlined in the description and pictures. It’s really quite secure on a 25l bag and my cycling buddy says it’s very bright when lit up by his bike lights.

Does it fit a jester north face rucksack?

the dimensions of the rucksack Seem to be a couple of centimetres larger than the cover. That said the cover does have stretchy elastic straps which could help keep in place
