Q: Are these down lights fire rated?

Not to my knowledge (Traditional fire rated downlighters have a shroud to the back of the lamp and a foam ring to seal the ceiling) But these are LED so do not produce heat like traditional halogen GU10 lamps

Q: Can you replace the bulb?

It doesn’t have a traditional bulb It’s led ! (It’s a thin disc which does remove from the shell but goodness knows where you would find a replacement)

Q: Can the led coin module be easily replaced without needing to pull whole surround out of the ceiling?

You need remove the entire fitting then remove the coin (Dunno where you will find a replacement coin though)

Q: Tried dimming this lights with normal dimmer switch and it was flickering and with led dimmer switch, not able to change the brightness. suggestions?o

You use a normal on/off switch and quickly switching the lights off then on again changes the brightness.
