Q: Can I ask why these must be washed before use?

General advice for all clothing is to wash it before you wear it for the first time. This is because the material used to manufacture it will potentially contain dust and small fibers from the cutting and sewing process (these manufacturing shops can be pretty dusty places from all the fabric going through it). There can also be traces of the chemicals used to treat or dye the material remaining behind on the material. All of this can potentially cause skin irritations, or other problems. This is particularly important with something, like a mask, that you are going to be breathing through, as all those loose fibers and chemical residues going straight down into your lungs is probably not great. Chances are that something like this is being made mostly by hand in a factory on a sewing machine, and therefore has been handled by one or more workers, anyone of whom could have skipped washing their hands after using the toilet or coughed all over it. Washing and drying the products before they are packaged at the factory would greatly increase the manufacturing costs (and therefore the final retail price), and the chances of any serious problems with them being worn unwashed is low, so they don't bother. I suspect you could probably ignore the advice and wear it straight out the packet without suffering any ill effects. It is largely just a common sense recommendation to shield the manufacturer from any liability.
