Q: How can I increase the spacing between the ladder and hatch while still maintain a good closed seal?

Unfortunately it's not possible to increase the space between steps and hatch door. If you add spacers where the four screws hold the hatch door , the hatch door will be lower in a frame and the hatch won't close.

Q: Does outside frame size mean the same as the size of the hatch open dimensions?

Outer dimensions are the frame size of the stair unit. Measure the gap in your attic space, this gap should be larger than the outer dimensions of the stair. I made this mistake and had to return my stairs

Your measurements are wrong. You are asking for a six meter by 1.1 meter loft hatch . Should it not be 600 x1110 mm?

It’s a catch latch. It’s a special form of latch which I think is made for this type of loft hatch. It ensures the latch catches the hatch when it closes. It’s a good match for old Victorian houses which typically had a small loft hatch that would rattle open in the wind due to a lack of latch. Happy to provide more details if needed
